Game load stuck

I followed all of the instructions to a t to download the game, have done the ultimate fix and all the patches, lowered my graphic settings all the way down, cleared my caches, complete reset my game files thru documents, tested my computers spec with a system requirements test site before downloading, tried everything I could find. But
1 my game launcher does not work. Says missing .NET framework 3.5 but I have a later version that is backwards compatible and cant get 3.5 to download so I said screw the launcher. (WIndows 8.1)
2 It gets to the main menu, I choose a town, and it loads to about 99% and the music keeps going for a few and then it stops and the load bar is stuck, hints still scrolling by and background still changing, but its stuck. I cant even start playing the game
PLEASE HELP! Should I just try a clean install and redo everything?

Welcome to the forum.
1 Unfortunately the launcher is glitchy, so we hear it all the time that it doesn't work as it should. This can be a problem if you want to install sims3packs down the line, but it shouldn't affect gameplay.
Should you want to use cc, there's always the option to use package files.
2 Well, as long as the hints are scrolling and the pictures keep changing, it's loading. It can take an insane amount of time the first time you load up a new town, and it will be the same if your save file gets bigger.
It seems a bit misleading because it seems to load quickly at first, but the last 1% takes forever. See what happens if you let it sit for 5-10 minutes. Maybe more, depending on your hardware.
