SmartScreen error

I keep getting this error, and I don't know why.
I added the folders to my exclusions list on my anti-virus. But I don't know why my computer won't let me change these SmartScreen settings.
I was hoping someone could help me

Hello @Hanakazari,
Currently I do not have Windows 10 anymore (got rid of it, due to various technical issues), but are you loegged in as Administrator on the computer ? Or, is there someone else sharing that computer with you (parents) ?

No, I don't live with my parents. I managed to get to work by opening it as Administrator. Thanks, guys!

Smatscreen problem:
When it shows up click on More information and then on install anayway (or something like that as my windows is in Dutch)
