Create a Sim content missing? Empty Create a Sim content missing?

I installed the Sims 4 game from the start.  Starting with the base game and then following all the steps to install the expansions and extra add ons.  When I loaded the game, everything seemed fine except in the create-a-sim portion.  Everything is missing.  There is no clothing, tats, or shoes.  Nothing at all.  Should I uninstall and reinstall the game or should I just give up?

I just reinstalled the game (for the third time) and still am getting the error that everything is missing.  Is there something I am not doing right?  Should I remove the file and place it into the Program Files first before I install the rest of it? I have been waiting until everything is installed before moving it.
