Custom Content Issue Empty Custom Content Issue

I have the newest version downloaded. I installed without the internet on, no Origin on, and I have no anti-virals installed at this time.
I followed the instructions fully and came across no issues. Moving the game correctly for 64-bit, I finally run the game.
But when I go to the Game Options to turn ON Custom Content?? The option is just not there. Several small options are just not there.
When I turn on the game itself the list of my mods appears. But when I am making a Sim, none are available. Not a single one.
The Mods folder does have resoruce.cfg in it. And I understand some items won't work with this version.
But . . . none at all? That I doubt. It has to be that the option to turn on CC is not available to me at all. 

I even did a full uninstall. Made sure no Sims content was left on the PC that was not the .zip of your download.
I reset the PC and did a full clean install. Still, the options I need will not appear.


What else can I do now??

I would suggest googling for a new resource.cfg file if you no longer have one on hand from your previous Mods folder. That might help. Also, (because I read your post wrong the first time) a lot of times you need to reload your game after putting cc in. It'll show on the list, but not in game until you restart it. I think it has something to do with the game adding the "new" cc to your cache files, but I'm not totally sure. I just know that this is what works for me when I add and change my cc around. 

I cut and pasted my Mods folder from my old The Sims 4 folder to the newly generated one and my CC loaded up fine. I have noticed that certain clothing items have disappeared or are broken now. The other thing I can mention is that there is a glitch with toddler eyes. Remove any default replacement eye colors that you have (if any) as they are no longer compatible with the newest game version. If you don't, all of your toddlers will only have vampire eye colors.
