CC related question.

So I'm really bored with my legally bought Sims 4 because I only have City Living and GTW, but I was wondering would you be able to use and download CC made with the 1.32 version with the Ultimate Fix 1.31 version? Or would your game have to be at that version as well?

In my experience, it depends on the CC. 
As in, anything downloaded from the gallery won't work. It won't let you place / use it.
CC like clothes / wallpapers / etc downloaded from websites normally do (I've never had a problem). 
And mods are a mod by mod basis. Normally though, it's safer to either find an older version of the mod that works with the version you're using or not use the mod.

When you're so bored with it, why not update your game with all DLC's via ZLOrigin.
You'll always have the latest version of the game and when new packs are released by Electronic Arts you'll have these within 24 hours from release-date.
No cracks needed, just like you bought them all legally.
Only problem: no access to the Gallery.
