Since you seem to be new here, I'll explain to you how we do things.

This update now - the so-called "Update-Only Ultimate Fix" is a patch that you apply to G4TW's basegame of TS4. Then your basegame is updated to the patch 1.33.38.1020. You will get the base game updates, but no DLC. Some people back then asked for this type of torrent, and we will keep up with it until the end of the game's lifespan. Though arguably, not many people are using it.

As for why we release the Update-Only later...as said, probably only a minority of users are interested in it. And besides, we all have actual real-life responsibilities as well.
