Do we still have to apply the Error Code 3 fix and where is the Cats and Dogs expansion pack download? [SOLVED]

I downloaded and installed the base game and all the DLCs, shifted the "The Sims 4" folder directly under "Program Files" folder, and renamed the old "Game" folder, but when I open the application, it shows me an error: "Unable to start: The Sims 4 is already running". It looks like this:



I opened up Task Manager and didn't see any The Sims 4 or Origin-related tasks in any of the tabs. May I know how to solve the problem? Thanks for any help.

I just downloaded all the DLCs in The Sims 4 till the Toddlers stuff pack and was about to apply the Error Code 3 fix but I checked The Sims 4 download guide here just in case and I realised that they no longer require us to apply the Error Code 3 fix. They also said we could download the Cats and Dogs expansion pack but I can't seem to find it on the downloads page. Can anyone please help? Thanks!

PS: I also cannot find the Games4theWorld Facebook page. Has it been taken down?

Also, the error code 3 fix has been "incorporated" into the new Cats & Dogs release. If it still happens for people, then they most likely forgot to rename their "Game"-folder (after installing Toddlers/Vampires/bowling or a later DLC). In which case, check out the link that Dandelion posted above, for links to the latest Game-folder.
