The Sims 4 Cats and Dog's isn't working!

Hello!
So I made sure to follow all your steps to downloading the sims 4 correctly and i've gotten the game to open perfectly and what not but for some reason for cats and dogs it says download to use? I tried reapplying the folder and starting the game again but when I did it still says the my uninstalled content is downloading every single time I start my game and because cats and dogs is somehow not downloaded I can't even use create a sim. Is there anyway to fix this?

Did you have everything installed, up till Toddler's stuff before downloading Cats&Dogs?

Yes I have everything installed and follwed the guide carefully, the game was working fine until cats and dogs was added. The game will tell me it's downloading my uninstalled content and when you hover over the cats and dogs icon it says download to use.

I see. Have you tried restarting your pc and see if that helps with the 'download' ?

No, but I'll give it a go and see if that helps.

Still no change. Still says pack download in progress  This is quite strange considering I've never had any issues with this game until now.

Apparently you have not installed ALL DLC's.
Yes after using the Game folder for version 1.36.102.1020 it looks like you've got everything (you would have the same result when you had only the base game and Cats&Dogs installed).
Try to find oiut which DLC you skipped.

I didn't skip any DLC it's saying I don't have cats and dogs installed, everything else is already in the game. It says I own every pack except for cats and dogs.

Then try to copy/paste the fol;ders from the downloaded Cats & Dogs to your install folder again.

I've done that twice now and I still get the same message  I used the download the allows me to play offline. Should I switch and use the zlorigin download instead?

the cats and dogs download is only supposed to come with a folder called game right? nothing else? I know my antivirus isn't interferring with my game so i'm just super confused

O no, Cats & Dogs is quite a lot of folders, not only Game.
folders should be:
__Installer
Data
Delta
EP01 - EP04
Game
GP01 - GP05
Soundtrack
SP01 - Sp12
Support

Seriously? When I extracted it I was only given a game folder....I thought it was strange at first but I thought it was just like that....>.>

Apparently you choose the wrong downloadlink (You took the one called Game instead of Magnet or Torrent)

Ah I understand what I did wrong now haha I needed to download the torrent as well and add the game folder once everything else was in. Geez sorry about this. When I picked the game folder I didn't realize you still need the torrent too. I assume the torrent download comes with all those other folders?

Yes indeed.
Just the torrent is enough, no need to use the special Game folder as yet.

Are you able to update and run the game properly now after what Dandelion had suggested?
