Power options - processor state?
is it safe to use high performance mode in the windows 10 power settings?
I noticed it makes the minimum processor state 100%
would that cause the cpu to overheat or wear out faster than normal?

Very briefly, I am or have been running the CPU at 100% state for many years now, with no issues. With the typical default BIOS settings (clock speed, voltage, etc.), those CPUs are actually designed to run at 100% permanently. Over-clocking can be more problematic, but let's not get into that. Also, provided that your CPU cooling system is working well, which I assume it does, there should be no issue either.
You could turn down the "maximum processor state" to something lower than 100%, but then there is a chance that certain apps/games won't work properly anymore.
I say you should be fine with these settings.
