Llama Icon Lots

Every time I try to move in a family all of my worlds have llama icons on the lots. It doesn't allow me to move in a family on any lot. I've updated everything even the 1.37 update. I've removed my mods and still I get the llama icons as pictured. Can someone help me out and tell me what could be causing this?
