Can't completely uninstall to reinstall?
So everything was working okay, until it started giving me the error "pack download in progress." I read on this forum, one cause seemed to be an incomplete Parenthood install, but I had already installed Fitness (I installed both DLC before I checked it, which I had assumed should have been fine). It also kept saying it couldn't connect.
I tried renaming the game folder and adding the new download of the game folder, and it did not fix it. I also noticed that the Sim creator screen was black.
I also tried suggestions I read of moving it to the desktop, that did not work either (actually it looked like when I dragged it it made shortcuts but the original files were gone (I'm new as of today to Windows 10).
So I uninstalled to start from scratch. I uninstalled through Windows then deleted the program folder, and I think there was a folder in documents; either way, it's not there now.
When I try to reinstall it, I get the error that the user data directory was created by a newer version of the Sims and can't be loaded, and to reload the game via origin. I tried to recopy the newer game folder with the fix, but now it starts to open and closes.
Please help!

There is a folder in C;|Documents\Electronic Arts\The Sims 4.
When you get the error about newer version, delete the file GameVersion from the above mentioned folder.
This folder contains your current games so even when installing everything anew, you'll still have the progress of your old games saved in that folder.

If you re-installed ALL DLC that you also had on your previous (old) installation of The Sims 4, the error should not normally occur. Unless maybe you are using zlOrigin and/or a legal Origin game as well, on the same computer.
Should you feel the need to re-install, always remember to install up to the DLC, that you also had on the old installation. On the other hand, most errors that can happen in practice, can be fixed by other means than re-installing, so you should try seeking the information beforehand (with any game/software), which solution is the best in any given situation.
