Missing data, CC Not Showing Up

When I load the game with DLC's disabled, I get a message saying incomplete data or something to that effect. Nothing in my mods folder loads either.

When I try to load the game without editing the codex file, my game crashes upon trying to load my saved game.

I have a feeling you may have borked up your savefile. If you play with a savefile, and have all DLC "installed", and THEN you tamper with the DLC...loading the savefile on the next try will result in that ominous "incomplete data". Try restoring an older version of your savefile. Look here, under #4.

My game is loading way too fast to be loading my mods folder and I think that may be the incomplete data missing, I don't know.

EDIT: Fixed the CC/Mods. Still getting missing data message,

EDIT: And the save file thing didn't work.

It doesn't do it with my starter save, so just going to save my house, etc

Maxis houses and penthouses is just empty lots  you cant even build on
  

If you remove rld orgins ALL of them and your savegame  the houses comes back

but you should have the my first pet stufpack or you bork ur game
