'OrangeEmu64.dll was not found' ??? Empty 'OrangeEmu64.dll was not found' ???

I've been playing TS4 with all dlc packs for a couple of days now without any problems, but now every time I try to start the game I get this error message:

'OrangeEmu64.dll was not found' ??? 2018-014

Does anyone have any advice on how to fix this? I've tried troubleshooting and did a restart, but no luck.
Any help is greatly appreciated!! Thanks for reading!

thank you so much! I had to blow a hole in windows defender to just download the file but finally managed it, game is working again!!
