Other than your reshade shaders nothing's unusual with your game installation folder. Try removing mods from "Documents\Electronic Arts\The Sims 4\Mods".

Tried that, game still won't start, even tried downloading a new and updated "game" folder

Try moving whole "Documents\Electronic Arts\The Sims 4" somewhere else. For example to desktop.

Make sure "Game\Bin" is added to your anti-virus exclusion list.

Install redist (from "__Installer\vc\vc2010sp1\redist" and "__Installer\vc\vc2013\redist").

Try removing shader files.

hmm, when I remove reshade, I get a message when trying to open the game "Origin seems to be running. No communication with orange is possible"

following with another message " The application was unable to start correctly (0xc0000142). Click ok to close the application"

Weird, the game started after those messages.

Well did you close Origin? Open task manager and check if it's running.

That's the thing, I don't have origin installed.

Last try:
Disable virtualization and/or hyper-v in BIOS/(U)EFI.

Just for the record, "The application was unable to start correctly (0xc0000142)" seems to have something to do with VC++ redist. Uninstall it (x86 and x64 version for both 2010 and 2013 version) and install again. You can find it in "__Installer\vc\*\redist" folders.
