So, I removed Sims 4 before because of the same issue when I downloaded Seasons + the final update. I can't interact with the computer even if I sold and bought another one. I did a run of it on the validator and this is what I got...

Hello! I copied everything from the latest folder. It opens properly, but I just can't get my sims to interact with the computer.
However, they can use it on their own. WhatDidUJustCallMe?

Once again, are you sure you downloaded and extracted the right thing? Because validator shows you didn't. Update 1.46 is in The Sims 4 Seasons - Update 1.46.18.1020.iso file, not in TS4_Game_folder_1-46-18-1020.rar.

Simple, the error is probably missing a file, go to the installation folder of the game and rename "The Sims 4 old" then create a new "The Sims 4" and emulate "The Sims 4 all-in version 1.46.18.1020. iso "copy all the files to the new folder you created. It worked for me!

@TADHANA isn't using all-in-one version.

I downloaded from the community and it worked well for me before I was using another version that worked. But I tried to upgrade to version 1.46.18.1020 and started the freeze bug.
