i tried to post it in the hardware section and said i didn't have permission to do so i need help in deciding if
EVGA - GeForce 8400 GS 1GB GDDR3 PCI Express 2.0 Graphics Card - Silver this would be a good video card to use for a hp pc before i buy it and its not then its money wasted

Moved to the right section and edited the topic title. I checked the permissions, you should still be able to open a new topic and post replies under existing topics. What we did was to disable powers of people editing their messages (temporarily?), and deleting them as well.
Maybe you mis-clicked and tried opening a new topic in a forbidden section? Either way, it should be fine now, as I tested it with a dummy account.
As for the question, assuming you "just" want to play The Sims games, then I think that graphics card should be OK. Maybe someone else though has a second opinion.
