Question about safety/torrents
I've been using your provided content for years and had no issues whatsoever,because I lived in a country where you could pirate 24/7 without any WPN and no one would care.
Since I moved to Germany things had changed,here people are often fined great amounts and got caught even with IP redirecting/concealing programs which is scary as I am certainly not rolling in the money these days.
To get to the point-I really want to experience TS4 once more since there were so many new EP's released.But files are huge and there aren't any up-to-date uploaded files somewhere accessible to download directly without torrents.
I know it is a dumb question,but is it risky to download all patches/EP's etc of TS4 without getting caught?
My apologies again for pathetic-paranoid inquiries,but I want some reassurement/warning before proceeding.

Welcome to the Forum first of all,
These people getting caught are not using the right tools, and/or cannot afford these tools. First off, forget all of these "free VPN services". They are good for surfing the web, and maybe watching sports that are not accessible through your home country's IP. But you might as well give the TOR browser a try, for these purposes.
The next thing is, there are services which proclaim to be "p2p compatible" (a.k.a. torrenting-suitable), but their technical infrastructure is not good enough, so that DNS leaks can happen. Essentially that means that your original IP is still visible despite using these services. Ultimately it boils down to reading up on things, and choosing a suitable service.
With VPNs you will have to go for paid plans. Good services are Windscribe or NordVPN. See also the other discussion here:

In the event you cannot afford that, there are alternative venues. ZLOrigin is going to be the most important one; this is kind of comparable to direct downloads:

A possible disadvantage is that with ZLOrigin you depend on the availability of this service for the "ZClient" to log in. In my experience it mostly works, but there are downtimes as well. If you download through ZLOrigin, make sure that you use No-Origin bypasses so that you can play offline. G4TW here always release such a bypass whenever a new patch version is available. See this.
Other than that, we have started posting direct download links for the more recent patches as well, to give users another option. But there you go.

To add to what The_gh0stm4n said - you can also check out this repack I made. Update the game first (read "what to download") and then install DLCs in any order you want. It's smaller and I provide direct download links.
