Can I run Sims 4 without 2 packs?

I downloaded all the games and then realized when I had gotten home and ready to play that I didn't download Cats and Dogs and City Living. Am I ok to still play the game and install these later or do I absolutely have to follow the install guide?
Plus, I can't download at home because we've already been tagged once.... so I'm stuck until I can go out again later this week or next week....
