Hi,
Was wondering, must a CC have to be decrapified for it to work in our cracked version of the sims 3..

No I don't think CC has to be decrapified, its only the store content that is encrypted.

I installed katy perry sim and some other items from here -->> http://www.thesims3.com/assetDetail.html?assetId=5268113# using the instructions from here-->> https://games4theworld.forumotion.com/t2014-how-to-download-things-from-sims-3-the-exchange-no-registration-needed but cant find her and the items in the game..i dunno y..

The items from the exchange are just recolors, and won't give you the content. EA wouldn't allow people to just get store content for free like that on their own site.

Aside from that, there's no actual Katy Perry sim, just the hair and clothing styles to create your own.
