Hey, I was wondering what it the best place/site to download pre-made sims, like celebrities ^^

Another place to look is modthesims, which requires you to register for free, or The Sims resource which also requires registration. The Sims resource has some paid downloads, but you should be able to find plenty of non-prescription downloads as well.
