Not really, though you could try pushing more sims to community lots with a storyprogression mod.

Hello,

It's installed by placing it in Mods\Packages.
There's a FAQ here, the documentation (user manual) is here and the mod itself here.
You can also consider Awesomemod, but you should only use it if you have a high-end pc.
