Well, if you buy it from Steam, you'll have both SP and MP. If you buy the discs, you will still have to Install it from Steam...

Well I already have Black Ops on my computer, I just don't have it on steam. I just want to be able to play online. And with multiplayer, are you able to do split screen with up to 4 people like on console?

Well, if you have Black Ops on your PC, it runs through Steam. (Álways)
If you've bought it, you'll automatically have Multiplayer; if you've Downloaded it, I can't help you, since Downloaded Games usually only provide Single Player.
No, you're not able to split the screen, but you can play zombies with 4 friends. (Who also have a legal copy of Black Ops, of course)

Well I downloaded it. If you buy a game on steam is it just multiplayer, or the full game?

If you Download a Game from / via Steam, it'll álways be the full version. (If you pay for something, of course, you'll get the full)
I'm not sure, but I don't think you'll have Zombies in an illegal Downloaded version of the Game. I don't think so, because you'll need to go Online for that, and you don't have Online in an illegal Downloaded Game.

Well, I can't get you for that price. I can get a 100% legal one from The Netherlands for 38 EUR, or around $35 online.

oh ok nvm then because I can get it for $30 on ebay
