If you use the fix that's provided by this site, you don't need a nocd mod. If you would still like it, you can find it at this site.

Hello there,

Twallan's NoCD Mod is also included in our "Temporary Fix" here: https://games4theworld.forumotion.com/t752-the-sims-3-ultimate-fix-should-fix-most-of-your-problems

Though we DO NOT recommend using it!
