Does anyone know if there is a program to create lots, like the CAW tool without having to go in the game and use your sim's money?

In edit town mode, there is a lot placer. It's not extremely accurate though, and is pretty touchy. It does what it needs to though.

Another way to do that is to just bulldoze lots that have houses already on them. Clears the town right up for you. lol
