Really weird problem.

Hi, I started having this problem today. I had it with 1.39 patch but it stopped when updated to 1.39, now is back and it's really annoying. I've tried uninstalling, applying the manual patch again and nothing has worked.

I have the exact same problem! And its combined with Exception raised error message and crashing. I have had it for a while, but it usually occurred after I had played a while.
I updated to 1.50 yesterday and since then it has got really bad. Last time there was no glitchy screen (after several times restarting the game) but while saving it just crashed with Exception raised. I removed all the CCs and mods. No difference.
