First of all, I would like to ask you not to double-post anymore; use your edit button instead to modify your post. And please be patient, we Helpers are busy with "real-life" too.

As for your problem, this is NOT a mod-related issue as far as I can tell; this problem popped up with one of the recent base game patches. What you could try though, is this: open up the cheat console by holding Ctrl+Shift+C. Now type testingcheatsenabled true and hit enter. In the game, choose any lot. Now you hold Shift again and click somewhere on the ground. If done correctly, an option should pop up saying "create job" or something similar. Now if you create a job, a symbol should pop up with a flame.

You should now go into "town view" (or whatever this is called in English; so the view which shows you the town from overhead). In that town view, click on the flame symbol. That way, there is a chance that the flame symbol will not disappear as soon as you click on it. So let's say if you stayed at the firefighter station, and if you clicked on the flame symbol there (when an emergency comes in), then the flame symbol will most likely disappear. Keep in mind too that you might have to create several jobs consecutively (= you have to try several times) until a job is "working".

That's all I can offer. Remember: this method is my "workaround". A workaround of something which worked in the past, but where EA have screwed up again.
