From what I've read, they no longer release them with the festival lot. I believe dragon valley and monta vista was the same. I had to get mine from the SimsVIP site. Unless you want to make your own.

I don't know if I should trust The Exchange. Last time I downloaded content from there, it was a total disaster. Tons of glitchy items and such.

@happysimming...The festival lot that Cou linked to was created by one of the official site's staffers.  I don't think that you would have any issues with it.
