Sims 3 won't load to a world

i installed it like i should, and it loads fine to the first menu where you choose your world. i choose a world, and it starts loading but stops right before the end and won't load past that. i have all expansion packs installed, and the game is version 1.63.4.024017
i started with custom content, then removed it, i tried removing caches and even deleted the Sims 3 folder under my documents with no luck. i am not sure if it is related, but when i open the launcher it brings up a dialog "new patch is available for the store" or something like that. i  update, and if replace the files from #crack again it it'll bring up the dialog again. not replacing the files and replacing them do not seem to yield any different results.

i tried, yes, i had to make the folders because they didn't exist.

You are not supposed make the folder Mods. Even if you create them, it won't work if you don't have resources.cfg.

Inside the pdf file there should be a link for downloading the mod framework.
