Can't Teach Teen to Drive

So, I have a teenage sim who will instantaneously cancel the interaction whenever I have him ask his parents, or vice versa, to learn to drive. Him and his parents start walking towards the road, but then the teen stops and the parent continues on and drives away without him. I don't know what's causing it. Any ideas on what's wrong or how to fix it?

I have no Mods or CC, only packs and store content from G4TW and the official Mediafire account.

I read a thread on the official forums for TS3 and someone was having a similar issue. Is this patch-related or what?

I don't really have a specific date for when this change occurred. I've successfully taught teens to drive long ago...

I've had that happen to me a couple of times, I just keep making them try until it works. Still don't know what the source of the problem is though.

Same problem here. I've tried asking roommates and adults I have added to my active family.
They act like everything's cool and they're gonna learn drivers ed but then the adults glitch somewhere across town and my teen goes back to doing whatever he was doing.
Maybe it's because they're not his parent or because I added them to the family with testingcheats? Are your teen sims living alone too? 

It would be nice to know the cause of this issue. Sigh
