Error 12 [SOLVED]

I'm teribbly sorry for posting this stupid error again, I'm pretty sure it has been poster for 100 time but please hear me out. I have literally tried EVERYTHING there is that I have read about error 12 from threads, forums, etc but none that actually have solve the problem. I'm using a PC and met all the requirement there are except for the graphic (Dedicated Video RAM: 128MB but i have 64 MB). I don't know if thats the cause to my game problem but I hope not (since people just mainly talk about RAM and memory of the PC which I have lots of). I am really confused, I have all the EPs, 2 Stuff packs :Town Life Stuff and Diesel Stuff.
I am extremely confused and depress since this have been going on sinces I install the game (which I also reinstall to tried and fix the problem). Please help me and I would really appreciate your help.
Oh and I'm using Window 7 32 bit
