No exe file after install

Hello,

I have tried uninstalling and reinstalling 3 times.  Each install places a shortcut on my desktop that when clicked says it can not find TS4.exe.

I went into the Game/Bin folder and I don't see it either.

I made sure I downloaded the complete file from here and I am using WinRar to open it.
Any ideas?

Well I played for a while and  now I am trying to add the patch.  It started up and then would do the stop working thing.  I think I got that solved with a little research.  Then I try to start it is says rld.dll is missing (E0).   
Currently trying to redownload the fix with avast off as noted in other posts.  Any other suggestions?

Redownloading with virus off and recopying seemed to solve it for now.  Thanks for your answers via others!  Happy simming

I was installing The Sims 4 when the same as bluegi happened to me! It couldn't find TH4.exe! I've spent my entire day trying to make it work
Well, you've resolved bluegi's problem, but i just can't understand what do you mean about "add the whole game folder in Program Files (x86)\Electronic Arts\ to your antivirus."  
Could you explain it better, please? I'm kinda blind with this stuff
