"rld.dll" failed to initialize" ... I have NO idea WHY?! [SOLVED]

Hey guys, (I'm actually not a new member but I had to make a new account as I've completely forgotten my old user name) :
Anyway I know "rdl.dll" failed to initialize error is supposed to be an antivirus one so to solve it I followed the following steps:
1)Downloaded the ultimate fix, installed and all that jazz
2)I had McAfee live internet security which didn't allow me to add FOLDERS to the exceptions list only individual FILES.
3)After reading https://games4theworld.forumotion.com/t18501-unable-to-start-initialization-error-at-startup-fix-2 I actually uninstalled McAfee (which wont allow to you add programmes in Programmes (x86) folder to exceptions list because it's too risky anyway) and installed Avast to make life easier for myself and followed all these steps.
4) I found myself unable to configure Windows Firewall to allow TS4.exe so I just turned it off altogether. Plus, Defender is turned off on my laptop anyway.
However, after following all these steps I'm still getting this same error but I can't see where I'm going wrong with this. How can I uninstall and delete everything to try and start it all again with a fresh pair of eyes. Does anyone know where I'm going wrong?

Hello and welcome back,

Download and install the following 2 files:
- vcredist_x64.exe
- vcredist_x86.exe
Next, please re-download the Ultimate fix and re-apply it according to the included instructions. Then see if the game works again. Good luck !

Hi thanks for your reply.
I actually did installed those two files multiple number of times! However, I've uninstalled everything and I'm going to try again from scratch. Does the UF include the game itself or do I need to re download that as well from the download site?
P.S I've completely forgotten which username I used!
