"The dynamic library "rld.dll" failed to initialize (E0). [SOLVED]

had the game working well on my win 7 os.
changed to 8.1 and installed the game.
got the above error massage.
did everything says here

but it didn't helped, still got this massage when trying to open the game.

I used this fix:

Updates your game to version 1.2.16.10 of The Sims 4.

ok this worked for me.

the  strange thing is that my start icon which was on the desktop disappeared.
I had to make a shortcut from the game been.
