Could this be the cause of my start up problems?

My antivirus quarantined this file that I'm pretty sure was in the ultimate fix file. Could this be causing the initialization error that I keep getting? Yes, the file is safe to use, and yes, you should correctly configure all your anti-virus and anti-malware programs, so that they don't delete your stuff.   Restore these deleted files from your quarantine.
