silent install - Sims 4 won't install Empty Sims 4 won't install

I'm not very good with technology, I will start there. So I downloaded the Sims 4 Digital Deluxe Edition. The installation guide said to 
"Open the 'The_Sims_4_Setup.exe' and follow on-screen instructions." When I click on this it says "The installation package could not be opened. Verify that the package exists and that you can access it, or contact the application vendor to verify that this is a valid Windows Installer Package."  Again I am a newb and Idk what to do.
