Hello,
Note that we have two Windows 7 downloads available. Make sure that you get the one that was released in 2014.
You don't have a spare USB stick laying around? It's kind of essential to use an external device (DVD, USB stick) to install a "clean" version of Windows, for as far as I know.
You can of course try to upgrade, by just mounting the downloaded .ISO file and then following the steps, but I don't recommend that. (If you don't know how to mount image files: http://www.games4theworlddownloads.org/Downloads/Guides/Mounting_Guide.pdf )
P.S. No problem, Windows 7 32bit is also included in the "All Editions" download.

What kind of job is that, that requires you to use Windows 7/8, but not Windows 8.1 ? And yes, why would you not use an USB flashdrive or a DVD, @honey2licq ...? Using an USB flash or DVD would really be the simplest solution, so I highly reommend you use that.
However, there is the theoretical possibility to do a Windows install over the network, which is highly complex, and will involve using a "source computer" with the Windows installation as files on it, as well as the LAN driver files. And then you connect that source computer with the "target computer" over an ethernet (LAN) cable. The target computer must do a "network boot" too. Of course, that's a very simplified view, and that method is mainly going to be relevant for IT specialists, who need to install the same OS on a number of different machines in one network (in a school, workplace, university, etc.).
No, I never did that myself, but I once read about it. And that would be the only reasonable way to install Windows without a DVD or USB flash.

No problem. I did some searching, to see if I can find that stuff again, and here is this, in case anybody wants to read up on it:

From what I gather, this is just one possibility to install Windows "over the network". You don't necessarily need this "Serva"-tool; there is also a similar framework/tool from Microsoft. Note: as I hinted before, that procedure is not going to be used by the average person, probably.
