"Answer Phone" interaction doesn't work

Hello! New here. Tried finding this on the forums but couldn't. Anyway.
Fresh installation of the Sims 3 Complete Collection torrent, I have everything but a few stuff packs installed. I believe I followed the installation procedure properly, and I've had this identical issues with two attempts at downloading/installing the game.
Anyway. Most everything seems to work great, but the "Answer Phone" interaction always fails. There's no interaction or icon or animation, just nothing happens.
I didn't have this issue with a previous installation over a year ago, where I think the latest expansion I had installed was Supernatural. I'm not sure if that suggests the problem is related to a more recent expansion or update. Both then and now, I'm running Windows 8, though I've now updated to 8.1.
So. Thanks--if not for help resolving this, then for how more or less perfectly the game works otherwise.

I've had Sims 3 with it's all EPs and SPs installed and I have never experienced the problem you're describing. The only difference is that I'm running it on Windows 7.
Wish I could help, but the only thing I can think of is problem with mods - and you did say you have a fresh install. Does same issue happen when you start a new game? I know you said you downloaded/installed your game two times, but you could have kept the save files.
Another thing, University Life which you didn't have before introduced new smartphones, so maybe it's UL's fault? But it works perfectly fine for me.

Please repeat the steps #2, #4 and #5 here:

If you have already downloaded the manual patch and the Ultimate fix, you of course don't need to re-download them. In that case, just re-apply them. After which you re-start the game and see if anything improves. Good luck for now !
