Nothing on taskbar will open!!! (Start menu, information center, sounds)

I am using Windows 10, after deleting something with malwarebytes I can't do anything on the taskbar!! Just shows me loading icon on cursor for 1 milisecond and disappears, and yes, I can turn off computer and yes, I can click the icons for launching applications, and yes I can work normally, except the taskbar isn't working

Uh oh, that doesn't sound good.
Try these steps to reset the taskbar:

1. Use [WINKEY] + [X] on your keyboard and then open Command Prompt (Admin).
2. Type (or preferably copy) the following command and press [ENTER]: DISM /Online /Cleanup-Image /RestoreHealth
3. Restart your PC and see if it has fixed the issue.

As a result of constant checking for City Living on dubious sites I suffered from the same problems.
Spyhunter solved it for me as it seemed to be some malware blocking access.

That error is caused by Windows not being able to update the .NET files. Two things you can try is, 1) Reboot a few times (no more than 3 times) and see if it resolves the issue and/or, 2) Use the built in windows repair tool and then update the .NET install.

It didn't help me, but I figured out why is it happening, I disabled windows update services.
I also tried to use The RestoreHealth thing but it didn't help.
