Outdoor retreat not working

All the packs in the Ultimate fix seems to load into the game, but outdoor retreat does not. please help. I even did a clean install of sims and followed the instructions to the T

Make sure to run the TS4.exe as Administrator first of all (right-click -> run as Administrator). Then check out this post here too, with possible solutions:

So upon further investigation I found that only 3 packs are loading. So I decided to mess around with the file layout and moved a pack folder from the Delta folder to the Root game folder. The pack then registered but the items were missing. This is after following the install guide included in the fix download. I also read on different pages that expansion packs needs to be installed separately and in a certain order? does this apply tho the ultimate fix?

Yes, in general the install order is: Base game -> Get to Work -> Get together -> City Living. See also this here:

The current "City Living" torrent replaces the previous Ultimate fix. I'm not entirely sure how you messed with the folders/files, but you may want to start over, by copying and pasting Get to Work, over your base game folder of TS4. Continue with Get together, and finally repeat the same with City Living (or the old Ultimate fix, if you wish).

Ok so already retried with the same results. So do you need to copy the folders from the fix to the, the sims folder in a specific order?

You download and install the 3 expansion packs separately and use the ultimate fix to update them?

Ok so, do you need to do the first 2 to get the 3rd or can you only do city living?
Also, will installing all 3 include Outdoor retreat?

On G4TW there are 5 packages to download and install in the correct order:
1. Basic game
2. Get to Work
3. Get Together
4. Dine Out
5. City Living

No fixes required.

Don't skip any of these.
When you install them directly after each other you don't have to apply the cracks in between.
City Living contains the latest crack.
Bear in mind that all items above are updates, none of them contains the whole game, but together you'll have everything upto and incl. City Living and even Vintage Glamour
