Festivals Empty Festivals

In San Myshuno there are festivals: Spice festival, Flea market, GeekCon, romance festival, humor and hjinks festival and that's all I know.
There's a problem that festivals rarely appear at neighborhoods and they disappear. What's wrong with that?
