City Living Festivals? [SOLVED]

I don't seem to be having any issue with City Living except that the teas don't work? All I get are glowing fountains (pictured below) that, when clicked on, don't have a menu pop-up. I only actually realized that's what they were supposed to do when I went to a festival with a group and the only goal was to 'drink tea' - I even had to look it up to understand what it meant. It's not a huge issue, I just wanted to know if there was any fix. Everything else seems to work fine, and if the only issue comes down to not being able to drink the tea fountains, then I'm content. 

Well, it seems as though that's the issue. Don't know why I hadn't considered it before - it should always be the first step - but, I'll be rooting around my mods folders for a while. Thank you for your help!
