How to Maximize the torrent dowloading speed?

Im having a hard and long time in downloading torrents with 30 kpbs at its maximum. Funny I pay a monthly 1000 pesos (S20) for 2gb internet connection but I can only use fraction of a percentage of 2gb. Last week it reach 200 kbps but now it came back to its crippled state of 30 kbps. Can anyone suggest some ways to maximize the download speed of torrent?

Hey,
I tried the settings you suggested but it's still the same... I have a thought that it isnt because of the torrent but to the internet service provider. Thank you tho I appreciate your help Shamy
