Need to 'connect' to play DLC?

Hi all, I have looked around the forum but I couldn't find answers to this. I followed the guide to install Sims 4 and the basic game runs right now (if a bit slowly). I wanted to try City Living from the Main Menu, but when I clicked on it, I got a dialogue box asking me to try and connect. Same happens with all the other DLC.

Does this mean my game doesn't have access to the City Living/other DLC folders in my The Sims 4 folder? They are all in there from my installation. I also receive hints related to the Vampire DLC in loading screens.
