When I open the game it says I have version 1.25.136.1020.

I installed all the expansion packs and did everything in the guide, but when I open the game it says I have version 1.25.136.1020.

Assuming, you have installed "all the way" up to and including the Fitness-stuffpack.

Hi there and welcome to the forum!
1.25 should be still at City Living. You can check the version by opening the GameVersion.txt in Documents\EA\The Sims 4.
If you have not install Fitness(1.31) yet, do so after updating to Vampire -> Parenthood -> Fitness. Remember to delete the Game folder in the Sims 4 installation path BEFORE updating to Parenthood.
If you have done the above, and the GameVersion still said 1.25, run the game as administrator and see if you are missing any packs. It's better to test the game with a fresh Sims 4 folder in Documents(no saves/mods). You can simply rename the current to Sims4Backup before running the game.
