Sorry, I'm new to all this and am getting all sorts of issues. I don't exactly understand what this error message means and why I'm getting it.

Hi there and welcome!
Have you installed all the DLCs/packs before Toddler's stuff? If yes, check to see if you have any mods/CCs that are causing the freezing. I've seen this a couple of times in the forum, though I do not believe I saw a definite solution/reason behind this? Other than a missing or possibly corrupted DLC?
Also, for 'easier' test run, run your game in windowed mode instead so you can easily kill it if it freezes. Other than the above, if it still freezes, I'd suggest to re-install your game pack by pack and test it after each DLC. Currently our EP/SPs folders are as follows:
Do keep us updated~
EDIT:
Hi @RealVenom, I've merged all your topics as one since, I'm not sure if the above had been solved, or you're still having those problems. Nonetheless, everything will be replied here, so you don't need to go back and forth looking for replies.
Your Sims 4 folder should now be at C:\Program Files (x86), to avoid the origin error and also, start the game as administrator everytime you want to play it, preferably from the Game folder itself. If you want to create a shortcut to desktop, right - click the .exe and send to desktop, so that the shortcut will be pointed to the correct path.

Re: Sims 4 Freezes when it Gets to "Toddler Stuff" whats new window
I've ran into exactly the same problems when I removed DLC's from my game by just deleting the folders.
Somewhere there is a broken relation between the install folder (in Program Files) and the progress-folder in Documents\Electronic Arts.
I could repair it via an empty progress-folder that I made on another PC (first use of The Sims 4 with all DLC's present and successfully passing all the "welcome-screens")
Using that folder it then showed that the missing items will be loaded (which of course will never happen)
When you then save the game, your next start will be normal and you can add the files in Tray and Saves to the new progress-folder.
So, first copy your present progress-folder to your desktop.
1. Download this EMPTY PROGRESS FOLDER , extract with Winrar and give it the name the folder should be in your language, it's now called The Sims 4 (english version)
2. Put it in Documents\Electronic Arts
3. Start the game as an Administrator.
4. After a succesfull start, save the game.
5. Copy your files from Tray and Saves (Mods) over to the new folder
