Sims can't propose/woohoo

My sims can't propose- when I have my sim try and propose to another sim, they walk up to each other to start a conversation and then the two sims reset.
Same for try-for-baby and woohoo- they can't woohoo in bed any other place other than the closet.
It's really annoying to cheat their relationship by marrying them through the cas.
It's also not a mod- I've got no mods and I've run the game without CC to see if that helped.
I have all the expansion packs up to "Toddler Stuff".

Hey there,

Are your sims teenage lovers, with a promise ring (i can't remember the exact name lol) bond? If so, when they grow up, they might be unable to get married or even proposed to. If they are, I'd suggest, lowering the romantic relationship value to 0 and then make them full again.

Even if they're not 'promised', try cheating (sorry I know you don't like to) their romantic relationship as mentioned above.
