bin denied Empty bin denied

Hello, I had a similar problem to the person here (https://games4theworld.forumotion.com/t3037-sims-3-ultimate-fix-help-copying-file-denied?highlight=bin+denied) but it was never resolved.
I downloaded sims 3 pets and generations.
Applied ultimate fix.
However, TSLHost.dll file refused to move to the games/bin folder: it says the destination folder access is denied, even though I'm the administrator

I was able to move the other file, but not TSLHost.dll and no, the game wasn't running in the background.

Have you also checked if it wasn't active in the system tray?
