If you did not play the game for quite some time, it is possible that anti-virus/windows defender decides to auto-clean your files at some point. Are you still not able to launch the game with TS4.exe / TS4_x64.exe (vice versa) ? You can try to move your folder to Program Files instead and also check that origin is not running, as previously mentioned.

If it still does not work, try to install the base game ONLY instead and see if you're able to launch the game. Afterwards, update the DLCs slowly pack by pack and see if the error is still there.

Let me re-confirm again. Was you working game before includes any DLCs? If yes, then after you apply the ultimate fix (update-only fix), it will delete the DLCs you have installed, and may or may not affect the persistent error that you have. If you only played the base game WITHOUT DLCs, then try moving the Sims 4 folder around, to Program Files or D Drive.

1. Re-install the game from the base game.
