Get to work doctor blue heart never turns red

I don't know if it's something wrong with the game or just bad luck. To get a promotion I have to treat 3 patients but I'm only a medical assistans so the only thing I can do is to examine patience and hand it over to the doctor. she never do anything so the blue heart never turns red and I can't give the patience any medecine or shots.
Is there anything I can do? Is there a bug or something?

That is indeed odd. Usually when I transfer the case reports to doctors, they will go to the patient after finishing up whatever they're doing. Are there any other red hearts? Perhaps at the lobby/reception area? What happens if you start a new day? I do not think this is mod related, though you can certainly removed the mods and see if that helps.
