Sims 3 stuck in loading screen, at 99% for a while

Do you have any (script) mods? If so, please remove ALL of them. After that delete the scriptcache.package file under Documents\Electronic Arts\The Sims 3. Sometimes those interactive loading screens can cause the issue as well, so you should disable them from the game options menu.

If I delete my mods, will it effect my game play? Just want to make sure lol.

In general, deleting "mods" will firstly remove the gameplay features (that those mods were supposed to add, in the first place). Other than that there should be no other harm, at least not in my experience.
